Я тоже не вижу смысла в действиях MS, но если я все правильно понял работают 3 группы развития системы Windows 7, основная ветка (winmain), ветка (winmain_win7ids_sp), и наконец серверная (fbl) ветка.
В каждой из этих веток происходит сбор сборок, нумерация сборок сквозная, но даты сборок бывают разными не говоря уже о времени создания сборки.
RC2 в Microsoft иначе (IDX релиз, т.е Internal Developer Release, X - означает Client или Server.) это сугубо внутренний закрытый релиз для разработчиков и партнеров.
Вот что говорят в самой корпорации Microsoft о статусе этих сборок:
